Cover letter, Corvid Consulting to Fairhaven District Council

Business cover letter template for sending a proposal

A cover letter on a proposal is not a summary of the proposal. Its job is to tell the reader what is in the envelope, what they have to do next and by when, and who to call, which is exactly what this one page example does in four short paragraphs and a table of four tabs running to 37 pages.

Attention: Ms Helen Ostrowski, Manager, Transport Planning
Dear Ms Ostrowski,

Proposal for the Riverside Precinct parking review, RFQ 2027-114

Please find enclosed our proposal for the Riverside Precinct parking review, submitted in response to RFQ 2027-114 and within the deadline of 5pm on 6 March 2027. It is a fixed price of $46,800 for the full scope, including the two community workshops the brief makes optional.

Two things are worth turning to first. The programme on page 7 of tab A shows the count week falling in the last week of April, which is the only week before the winter timetable change that gives a clean baseline. The price on page 15 holds until 30 June 2027.

The next step is yours. If the panel shortlists us, we can present on any weekday from 16 March, and we would ask for 45 minutes with whoever will use the findings rather than only the procurement panel. Please confirm a time by 13 March so the count week can be locked in.

Any question about the proposal, the price or the team goes to me directly on 03 5512 8800 or dara.ollivier@corvidconsulting.example. I will answer the same business day.

Yours sincerely,
Dara Ollivier, Director, Corvid Consulting Limited

How to adapt this document

For a letter accompanying signed contract documents rather than a proposal, replace the contents table with a schedule of what has been signed and by whom, and change the next step to what the other side must return and by when, since that is the only thing the letter is really for. For a letter sending an insurance or compliance pack, add an expiry column to the table, because certificates go stale and a reader needs to see at a glance which one falls due first. For an unsolicited proposal with no tender reference, delete the reference from the subject line and replace the compliance framing in the first paragraph with one sentence on why you are writing now, or the letter reads as a response to a process that does not exist.

What makes this document work

The contents are a table with page counts

Tab A is the proposal at 18 pages, B the team at 6, C two comparable projects at 4, D insurance and forms at 9. A reader checking a submission against a compliance schedule can tick it off without opening anything, and the enclosures line at the foot repeats the total of 37 pages.

It names the two pages worth reading first

The third paragraph sends the reader to page 7 for the programme, because the count week has to fall before the winter timetable change, and to page 15 for the price, which holds until 30 June 2027. Pointing at two page numbers is more useful than summarising eighteen pages badly.

The next step has a date and an owner

If shortlisted, the consultancy can present from 16 March, would like 45 minutes with whoever will use the findings rather than the procurement panel, and asks for a time to be confirmed by 13 March so the count week can be locked in. A next step with no date is a next step that does not happen.

Questions people ask

What is the difference between a cover letter and a transmittal letter?

Nothing meaningful in business use. Both sit on top of a pack of documents and say what is enclosed, why it has been sent and what happens next. A transmittal letter is the formal name used in construction and government submissions, where it often carries a numbered schedule of drawings or documents like the table in this example.

How long should a business cover letter be?

One page, always. The proposal does the persuading. This letter runs to four short paragraphs and a table, which is enough to say what is enclosed, what to read first, what happens next and who to call. A cover letter that summarises the proposal invites the reader to skip the proposal.

Should a cover letter repeat the price?

Yes, once, and with its expiry. This one states the fixed price of $46,800 including the two optional workshops, then says where the pricing detail sits and that it holds until 30 June 2027. Burying the price only means the reader hunts for it, and a price with no expiry date is a price you may be held to in a year.

Who should a proposal cover letter be addressed to?

A named person, with their role. This one goes to the Manager, Transport Planning rather than to the tender box, so it reaches someone who can act on it. Where a procurement process requires submission through a portal, address the letter to the contact officer named in the request for quote.

What should go in the enclosures line?

What was sent and in what form. Here it is tabs A to D, 37 pages, one bound copy and one USB. If the pack is later queried, that line is the record of what left the office. Where a submission is uploaded rather than posted, say which files were uploaded and when.

Is a cover letter part of a tender submission?

Treat it as if it is. Anything sent with a submission can be read as part of it, so do not promise in the letter what the proposal does not deliver, and do not contradict the pricing. Australian procurement processes generally require the submitted documents to be complete and consistent, and a loose cover letter is an easy way to create an inconsistency.
