Recruitment policy template with stages, panel rules and child safety checks

A recruitment policy has to make sure the best person is chosen fairly and, where children are involved, that nobody unsuitable gets through any stage. This four page Australian policy for a Victorian school with 160 staff does that with nine stages, seven panel rules, child safety interview questions, five reference rules and a no start before clearance rule for Working with Children and VIT checks.

Purpose and scope
Ardenvale College is an independent Prep to Year 12 school in Victoria with about 1,100 students and 160 staff. Recruitment is the first and most important step in keeping children safe: the Victorian Child Safe Standards require the school to make sure that the people who work with students are suitable and supported. This policy sets out how the school recruits and selects teachers, education support staff, administration and maintenance staff, contractors who work on campus during school hours, and volunteers.
2
Principles
Every appointment is made against four principles:
Child safety: suitability to work with children is assessed at every stage, not only by a check at the end.
Merit: the best person for the role is chosen against written selection criteria.
Equal opportunity: no candidate is treated less favourably because of an attribute protected by the Equal Opportunity Act 2010 (Vic) or federal discrimination law.
Records: every decision is documented so it can be explained later.
3
Recruitment stages
Each role moves through these stages in order. A stage is not skipped because a role is urgent.

Panel rules
Every selection panel follows these rules:
1.
At least three members, including the manager of the role and one person outside the department.
2.
At least one member has completed child safe recruitment training in the past three years.
3.
Members of more than one gender wherever possible.
4.
Any member who knows a candidate personally declares it before shortlisting and the chair decides whether they stay on the panel.
5.
A referee for a candidate never sits on that candidate's panel.
6.
Members score each candidate on their own first, then agree a panel score and record the reasons.
7.
For a teaching role, the interview includes a short taught lesson or a lesson plan discussion.
5
Child safety interview questions
Every interview, for every role, includes at least two of these questions, and the panel records the answers:
1.
What would you do if a student told you that an adult at the school had made them feel unsafe?
2.
Tell us about a time you set or held a professional boundary with a young person.
3.
Why do you want to work with children, and what do you find hardest about it?
4.
A colleague often drives a student home alone after training. What do you do?
6
Reference checks
References test what the interview cannot. The panel chair or a trained delegate speaks to each referee by phone, and:
1.
Contacts at least two referees, one of them the candidate's current or most recent supervisor.
2.
Confirms the referee's identity by calling the organisation's main number, not a number the candidate supplied.
3.
Asks every referee directly whether they have any concern about the candidate working with children.
4.
Asks for the reason the candidate left, and checks any gap in work history of more than three months.
5.
Records the questions and answers on the reference form, signed and dated.
7
Working with Children and VIT checks
Under the Worker Screening Act 2020 (Vic), anyone doing child related work needs a current Working with Children Clearance. Teachers registered with the Victorian Institute of Teaching are exempt (section 113), because registration includes its own checks, so for teachers the school verifies VIT registration instead. Every other employee, contractor and volunteer who works with students must hold a clearance, which lasts 5 years. The Business Manager verifies each clearance or registration online, records the number and expiry date, and keeps the register current.
No start before clearance
Nobody starts work with students, even for a day, until their WWC Clearance or VIT registration has been verified and recorded. An applied for check is not enough. A staff member whose clearance or registration is suspended or cancelled must tell the Principal at once and is removed from child related duties.
8
Records
Recruitment files hold the position description, applications, panel scores, interview notes, reference forms and check results. The file for the appointed person moves to their personnel file. Files for unsuccessful candidates are kept for 12 months and then destroyed. The WWC and VIT register is reviewed by the Business Manager every term, and any clearance due to expire within three months is followed up in writing.
9
Adjustments for candidates
Every invitation to interview asks whether the candidate needs an adjustment, such as an accessible room, extra time for a task, written questions in advance or an interpreter. Adjustments are arranged without affecting how the candidate is assessed, consistent with the Disability Discrimination Act 1992 and the Equal Opportunity Act 2010 (Vic). A request for an adjustment is never recorded on the scoring sheet.
10
Review
The Principal and Business Manager review this policy every two years, after any change to child safety law or the Child Safe Standards, and after any incident involving a staff member's conduct towards a student. The School Board approves every change.

How to adapt this document

First, if you are outside Victoria, replace clause 7 with your state's screening scheme and the body that registers teachers, since every state runs its own check with its own name and exemptions. Second, for an organisation that does not work with children, keep the stages and panel rules and replace the child safety questions with the risk that matters in your work. Third, size the panel to your organisation; a small business can use two people as long as one is outside the team.

Which law the terms follow

Screening follows the Worker Screening Act 2020 (Vic), which requires a Working with Children Clearance for child related work and exempts registered teachers in section 113. The Victorian Child Safe Standards, overseen by the Commission for Children and Young People, require organisations to make sure staff are suitable and supported. Fair selection and adjustments follow the Equal Opportunity Act 2010 (Vic) and the Disability Discrimination Act 1992.

What makes this document work

Child safety runs through every stage

The child safety statement is written into the position description and every advertisement, shortlisting and interviews include child safety questions, referees are asked directly about concerns, and induction on the code of conduct happens before the first day with students. Screening is the last check, not the only one.

References that cannot be faked

Clause 6 requires the most recent supervisor as one of two referees, confirms each referee by calling the organisation's main number rather than one the candidate supplied, and checks any gap in work history longer than three months. Those three rules close the usual routes for hiding a past.

The VIT exemption is handled correctly

Registered teachers are exempt from a Working with Children Check under section 113 of the Worker Screening Act 2020 (Vic), so the policy verifies VIT registration for teachers and a clearance, valid for 5 years, for everyone else, then reviews the register every term.

Questions people ask

Do teachers in Victoria need a Working with Children Check?

Not if they are registered with the Victorian Institute of Teaching. Section 113 of the Worker Screening Act 2020 exempts registered teachers, because registration includes its own suitability checks. A school should still verify registration before the teacher starts, and a teacher whose registration is suspended loses the exemption at once.

How long is a Working with Children Clearance valid in Victoria?

Five years from the date it is given, unless it is revoked or surrendered sooner. The school's register should hold each person's number and expiry date, and follow up anyone whose clearance expires within the next three months, so nobody keeps working with children on a lapsed clearance.

What questions should a child safe interview include?

Questions that test values and judgement, not only experience: what the candidate would do if a student disclosed harm, how they hold professional boundaries, and why they want to work with children. Scenario questions, such as a colleague driving a student home alone, show whether the person would act on a concern.

Should a referee be asked directly about child safety?

Yes. Asking whether the referee has any concern about the candidate working with children is direct, fair and expected in schools. A hesitant or evasive answer is worth following up. Write the question and answer on the reference form, so the panel can show it asked.

How long should unsuccessful applications be kept?

Long enough to answer a complaint about the decision, commonly 12 months, then destroyed securely, as this policy does. The appointed person's recruitment file moves to their personnel file. Keeping unsuccessful applications for years adds privacy risk without adding protection.
