Google Play developer account verification

To publish on Google Play you register a developer account with a one time 25 US dollar fee and verify your identity, and organisations also verify the business, often with a D-U-N-S number. New personal accounts must run a closed test with at least 12 testers for 14 continuous days before applying for production access.

Google tightened Play Console requirements to reduce spam and abandoned apps. For a small business the practical effect is a few weeks between creating an account and publishing a public app.

  1. 1

    Choose the account type

Personal for an individual, organisation for a company; the choice affects verification and testing rules.

  2. 2

    Pay and verify

Pay the one time 25 USD fee and complete identity verification; organisations add business details and usually a D-U-N-S number.

  3. 3

    Set up a closed test

Upload a build to a closed testing track and invite testers by email or a group.

  4. 4

Keep 12 testers for 14 days

New personal accounts need at least 12 testers opted in for 14 continuous days.

  5. 5

    Apply for production

Answer Google questions about the test, then publish the app to everyone after review.

The fee and the account

The Play Console registration fee is a one time payment, unlike Apple's yearly membership. The account holds your apps, listings, reports and payments settings. Organisation accounts show the business as the developer and suit companies; personal accounts suit individuals.

Identity and contact checks

Google verifies the account holder identity with official documents and confirms contact details, and organisations verify the legal entity. Google has also announced developer verification requirements extending to apps installed outside Play on certified Android devices, so check current rules for your country.

The testing rule for new personal accounts

Personal accounts created after November 2023 must run a closed test with at least 12 testers who stay opted in for at least 14 days before they can apply for production access. Organisation accounts are not subject to this rule. Plan the testers in advance: customers, friends and staff with Android phones.

Common mistakes

Choosing a personal account for a business and hitting the testing rule, inviting testers who never opt in, letting the test drop below 12 testers so the 14 days restart, and submitting a production listing without a privacy policy or data safety form.

Where it shows up in OneCraft

The store checklist in site settings and the app builder phone panel state that Google Play charges 25 USD once, checks your identity, and that a new personal account must test with at least 12 people for 14 days. OneCraft builds the app project, either a Capacitor app or an Expo app, and never submits for you.

Questions people ask

How much does a Google Play developer account cost?

A one time registration fee of 25 US dollars. There is no yearly renewal, unlike Apple. Google takes a service fee on paid apps and in app purchases of digital goods, but physical goods and real world services paid through your own provider are not subject to it.

Does the 12 tester rule apply to my business?

It applies to personal developer accounts created after November 2023. Organisation accounts are exempt. If you are a business, registering as an organisation avoids the closed testing requirement but needs business verification, often including a D-U-N-S number, which can take several days to arrange.

Who can be a tester?

Anyone with a Google account and an Android device whom you invite to your closed test, such as customers, staff, family and friends. They must opt in and keep the app installed for the testing period. Ask for feedback, since Google asks what you learned from the test.

How long does verification take?

Identity verification can take from a few days to a couple of weeks, depending on documents and review queues. Add the 14 day closed test for new personal accounts and app review afterwards, and a first release can take three weeks or more.

What is a D-U-N-S number?

A unique nine digit business identifier issued by Dun and Bradstreet, used by Google and Apple to verify organisations. It is free to obtain for this purpose but can take several days to be issued, so request it early if you register as an organisation.
