Clauses in this document

Hierarchy of controls: why edge protection comes before a harness

Work health and safety law expects hazards controlled from the top of the hierarchy down: eliminate first, then isolate or engineer, and only then administrative rules and personal protective equipment. That order is visible in this SWMS. The fall hazard is controlled by edge protection and covered skylights, physical barriers that protect everyone all day, before any harness appears; the harness is worn only in step 2, while the barriers are being installed, where nothing better exists yet. The electrical hazard is eliminated outright, the distributor disconnects the line before day one. When a supervisor sees PPE listed as the first control for a fall, the SWMS goes back.

Step 3 does not say "beware of power lines". It says the electricity distributor disconnects and tags the service line before work starts, and that no work happens within 3 metres until that is confirmed. Naming who acts and the exclusion distance is the difference between a control and a wish.

The sign on table makes it a record, not a form

When do you need a SWMS?

Before any high risk construction work starts. The WHS Regulations list 18 activities that qualify, including work where a person could fall more than 2 metres, work on or near energised electrical installations, and work on a roof. Who prepares a SWMS?

The person conducting the business doing the work, here the roofing subcontractor, in consultation with the workers doing it. The sign on table is the consultation record: each worker confirms they were consulted and have read it, and a copy goes to the principal contractor before work starts.

How detailed should the work steps be?
