Mobile phone policy, Coldridge Electrical

Mobile phone policy template for work phones, personal use and driving

A mobile phone policy has to settle what a work phone includes, how much personal use is fine, when a phone must be put away for safety, and what the business can see. This three page policy for a 48 person electrical contractor does that with a six row issued phone table, five personal use limits, a ban on any phone use while driving and plain monitoring rules.

1
Purpose and scope
Coldridge Electrical has 48 electricians, apprentices and office staff, and 31 of them work from vans on customer sites every day. Phones are how jobs are dispatched, photos are recorded and customers are kept informed, and they are also the biggest distraction behind the wheel. This policy covers company issued phones and personal phones used at work, by every employee and subcontractor.
2
Issued phones
Every field worker and supervisor receives a company phone. It comes with the following:
Item
What is provided
Handset
A rugged smartphone with a drop case and screen protector, replaced every three years
Plan
Unlimited national calls and texts, 20 GB of data a month
Apps
Job management, timesheets, the safety forms app and navigation, installed by the office
Van mount
A fixed cradle in every van, used for navigation only
Number
Owned by the company and shown on job cards and invoices
Damage
One free repair or replacement in each three year period; after that, $150 towards the cost if damage was careless
3
Personal use limits
Reasonable personal use of a company phone is allowed, as long as it does not get in the way of work or safety. In practice:
1.
Short personal calls and messages are fine during breaks and travel as a passenger.
2.
No streaming video or large downloads on the company plan; use Wi-Fi at home for those.
3.
No calls to international or premium numbers without approval.
4.
Personal use that pushes the monthly bill more than $20 over the plan is charged back, with the bill shown first.
5.
Customer photos and details stay in the job app and are never shared on personal accounts or social media.
4
No phone use while driving
Coldridge goes further than the road rules. While a vehicle is moving, or stopped in traffic, the driver does not use any phone for any purpose, including hands free calls, voice messages and reading texts. Navigation is set before the van moves and runs in the cradle without touching it. Calls go to voicemail with the message that the driver will call back, and dispatch never expects an answer from someone on the road. To make a call, pull over somewhere safe and legal and turn the engine off.
One breach is a written warning
Using a phone while driving a company vehicle, or a personal vehicle on company business, leads to a written warning for a first breach and may lead to dismissal for a second. Any fine for phone use while driving is paid by the driver.
5
Phones on site
Phones go in a pocket or the van while working at heights, on a ladder, inside a switchboard or on any isolation. Never use a phone as a torch for live electrical work; use the head torch issued with your kit. Take job photos before and after the work, not during it.
6
Monitoring
Company phones are enrolled in device management software. It lets the office install apps, wipe a lost phone and see a phone's location. Location is viewed only during rostered hours for dispatch and safety, or when a phone is reported lost or stolen. The office sees each phone's data use and call costs, but does not read personal messages, photos or browsing history. Employees are told in writing on receiving a phone, and this notice is repeated in the induction.
7
Return of phones
On leaving Coldridge, or moving to a role without a phone, the phone, case and charger are returned within 2 working days. Back up any personal photos or contacts first, because the office wipes the phone on return. The number stays with the company unless the Operations Manager agrees in writing to transfer it.
8
Review
The Operations Manager reviews this policy every year, and after any vehicle incident in which a phone may have played a part.

How to adapt this document

First, if your staff do not drive for work, shorten clause 4 to a line and put more weight on site or customer privacy rules. Second, replace the site safety clause with the moments a phone is dangerous in your work, such as near a fryer, in a cleanroom or around machinery. Third, check what your device management tool can actually see and describe exactly that in clause 6, since a vague monitoring notice causes more distrust than a precise one.

What makes this document work

The driving rule is simple enough to follow

Clause 4 bans any phone use while the van is moving or stopped in traffic, hands free calls included. Navigation is set before leaving and runs in the cradle untouched, calls go to voicemail and dispatch never expects an answer. A rule with no exceptions is easier to keep than one with five.

Site safety is specific to the trade

Phones go away at heights, on ladders, inside a switchboard and during isolation, and are never used as a torch for live work, with the head torch from the kit used instead. Generic policies miss the moment an electrician is most likely to reach for a phone.

Monitoring is limited and told

The device management software can install apps, wipe a lost phone and locate it, but location is viewed only during rostered hours or when a phone is lost, and nobody reads personal messages or photos. Staff are told in writing when they receive the phone and again at induction.

Questions people ask

Can a company ban hands free calls while driving?

Yes. An employer can set a stricter rule than the road law for its own vehicles and for driving on its business, because it has a duty to manage work related driving risk. Research on driver distraction shows hands free calls still divert attention, which is the reason many fleet operators now ban all calls while moving.

Who pays a fine for using a phone while driving a company van?

The driver, under this policy, and most employers take the same view because the offence is personal. The registered owner usually receives the notice and nominates the driver. Repeated fines can also affect whether the business's insurer will cover that driver, which is another reason the policy treats a first breach as a written warning.

Can an employer track the location of a work phone?

Usually yes, for a legitimate purpose and with clear notice, though the rules differ between countries and states. This policy limits viewing to rostered hours and lost phones, tells staff in writing and at induction, and keeps personal content out of reach. Check local workplace surveillance and privacy law before switching tracking on.

How much personal use of a work phone is reasonable?

Enough that people are not forced to carry two phones, but not so much that the plan or safety suffers. This policy allows short calls and messages in breaks, bans streaming and premium numbers, and charges back only when personal use pushes the bill more than $20 over the plan, after showing the bill.

What happens to the phone number when someone leaves?

It stays with the business here, because customers and suppliers know it from job cards and invoices. The phone, case and charger come back within 2 working days and are wiped. A transfer of the number to the departing worker is possible only with written agreement from the Operations Manager.
