Public notice, Quarry Street closure for stormwater works

Public notice template for a road closure, with the detour drawn

A public notice about works has to tell residents and drivers what is happening, exactly when, how to get around it, and who to call when something goes wrong. This one page notice from a council closing a street for three weeks to replace a stormwater pipe covers all four, with the detour drawn as four steps rather than described.

Public notice. Between Mill Road and Ferris Lane, 19 October to 6 November 2026

The works. The council is replacing 180 metres of failed stormwater pipe under Quarry Street, which has flooded the road four times since March. The trench runs the full width of the road, so the street will be closed to through traffic day and night while the work is done.

How to adapt this document

First, for a partial closure with one lane open, replace the detour diagram with the traffic control arrangement and expected delays, and say whether cyclists and pedestrians can pass. Second, for night works, put the night hours first in the table and add how residents can request temporary accommodation if the council offers it. Third, for an event closure such as a market or parade, list the closure by hour of the day, name the event organiser as the contact, and mark where the nearest parking is in the diagram instead of a detour.

Getting the notice to the right people

A public notice works only if it is seen. Deliver it to every address on the closed section and the detour route, put it on signs at both ends a week ahead, publish it on the council website and social accounts, and send it to the bus operator, waste contractor, schools and emergency services directly, because each has its own schedule to change. Keep a list of who was sent it and when, in case a resident later says they were never told.

What makes this document work

The detour is a picture, not a paragraph

Four boxes run left to right: Mill Road, turn right before the closure; Calder Street, continue 600 metres; Ferris Lane, turn left at the roundabout; Quarry Street, rejoin north of the works. A driver remembers a four step route at a glance in a way they never remember a sentence of street names.

Closed and working are different times

The table separates the closure, from 7 am Monday 19 October to 6 pm Friday 6 November, from the work hours, weekdays 7 am to 5 pm and Saturday mornings, and from the noisiest work, rock breaking in week one only. Residents care about each for a different reason.

It answers the questions residents phone about

The access paragraph covers driveways for numbers 2 to 64, emergency vehicles, bins collected from the Mill Road corner and the Route 14 stop moving to Calder Street. Each line is a call the works team does not have to take, and the callout gives a job number, SW-2611, for the calls that remain.

Questions people ask

How far ahead should a public notice of road works go out?

Most councils give at least one to two weeks for planned works, and the law that governs temporary closures in your country may set a minimum. Send letters to affected streets, put signs up on site, and post the notice online. Earlier notice means fewer complaints and fewer drivers caught by the closure on day one.

Does a road closure need legal approval?

Usually. A road authority closing a public road for works generally needs a temporary traffic order or permit under its local roads law, such as section 14 of the Road Traffic Regulation Act 1984 in England and Wales. The traffic management on site must then follow the applicable standard for signs and devices.

What should a detour description include?

The start and end points, each turn with the street name, distances where they help, and which direction the route applies to. This notice draws northbound and says southbound is the reverse. Heavy vehicles and buses may need their own route if the detour includes a low bridge or tight corners.

Can a public notice be used for things other than road works?

Yes. The same layout suits a water shutdown, a planned power outage, tree removal or a park closure. Keep the four parts: what and why, when as a table, how to get around it or what to do instead, and who to contact. Change the diagram to whatever replaces the detour, such as a water cart location.

Who should the contact be on a public notice?

A works line staffed during work hours, an email, a job reference, and an after hours number for emergencies, as this notice gives. Avoid a single officer's name and mobile; staff go on leave, and a shared line keeps working. Put the job number on every sign so callers can quote it.
